Annex 2 - Conditions Consistent With the Operating Schedule
General
Police Constables for the County, authorised Officers of the Fire Authority and authorised Officers of East Lindsey District Council shall, whilst on duty, be allowed to enter the licensed premises at all reasonable times, without payment.
All staff shall be suitably trained for their job function in the operating standards for the premises and the contents of the premises licence. The training shall be under constant review.
The Prevention of Crime and Disorder
A tamper proof CCTV system shall be installed, maintained in working order and operated at the premises in liaison with and to the satisfaction of Lincolnshire Police and shall be used to record during all hours that the premises are open to the public.
Public Safety
The maximum number of people, including staff permitted to attend an outdoor film at any one time will be no greater than 160.
The Prevention of Public Nuisance
The licensee shall not permit the use of the licensed premises to become a nuisance to persons in the neighbourhood and, in particular, shall take all necessary precautions to prevent persons in the neighbourhood being disturbed by noise. The licensee shall comply with any noise standard specified by the Licensing Authority.
When required by the Licensing Authority, automatic control of the volume output from any musical equipment shall be installed and set at a level as directed by the Licensing Authority.
Wherever possible the delivery of goods will be restricted to the normal working day.
Facilities for the depositing and collection of litter generated by customers will be available and maintained at all times.
Notices will be displayed asking patrons to leave the premises and vicinity quietly.
Outdoor film screenings will only take place between the hours of 4.00pm and 11.00pm.
Outdoor film screenings - A sufficient number of trained staff or stewards will be on site for any outdoor event and records of their attendance kept.
Outdoor film screenings - Accurate figures for ticket sales will be kept and available for inspection by an Authorised Officer of East Lindsey District Council or any other relevant Responsible Authority.
Outdoor film screenings - Sound checks will only be carried out between the hours of 12.00pm and 5.00pm and will not take place outside of these hours.
Outdoor film screenings - Regular assessments of the noise levels arising from outdoor films will be carried out and steps taken to reduce noise levels where it is likely to cause a disturbance to local residents
Outdoor film screenings - No alcohol shall be permitted at outdoor screenings and no-one who appears under the influence of alcohol will be admitted
Outdoor film screenings - All staff will be suitably trained for their job function and will be easily identifiable from members of the public by wearing clothing cleared marked STAFF or STEWARD. Staff training records will be kept for a period of no less than 12 months.
The Protection of Children from Harm
A proof of age policy to be applied at the premises with the accepted means of proof being:
• Passport
• Photo Driving Licence
• A recognised valid photo-id card bearing the PASS hologram
• Any future accredited and accepted proof of age as defined by the premises licence holder.
Children under the age of 8 years shall not be permitted to attend film events unless accompanied by an adult.
