General
1.1 The maximum number of persons who may normally occupy the premises at any one time for a licensable event is 4,999 persons including all persons employed on site for the purpose of the licensed event and / or to comply with the operating schedule.
1.2 Written notice in advance of a licensed event shall be given to Lincolnshire Police and the East Lindsey Safety Advisory Group (ELSAG). The minimum period for written notice will be 8 weeks. Notice in advance of a licensed event shall be given to those concessions granted by East Lindsey District in the area of the event so that the operators of such concessions and Mablethorpe Tourism Forum may make suitable arrangements to accommodate events with a view to minimising so far as possible health and safety risks for the concessions and their customers. The minimum period for notice to be 8 weeks.
1.3 Any recommendations given by ELSAG (or subsequent group) relevant to the size of the licensed event shall be complied with within an agreed timescale.
2.1 Where appropriate a stewarding plan will be prepared in consultation with Lincolnshire Police and the ELSAG. The plan will include provisions to meet public safety issues, potential crime and disorder issues, lost children procedures and the number of stewards required.
2.2 The plan will provide for a chain of command and for stewards to be in radio communication throughout each event.
2.3 Where appropriate the stewards shall be SIA registered and they will all have their badges of accreditation on display.
3.1 Where deemed appropriate by the Police and the ELSAG the site will be monitored by CCTV.
The Prevention of Crime and Disorder
4.0 The Licensee will comply with any reasonable request from Lincolnshire Police based upon intelligence relating to the safety of those working at and attending the events.
Public Safety
5.1 Where appropriate the entire perimeter of the site shall be adequately fenced / supervised so as to control access to and egress from the site.
5.2 Where deemed appropriate an Emergency Access Lane shall be provided to the site for use by emergency vehicles and other appropriate vehicles. In these cases Emergency Access shall be controlled by stewards to ensure that the Emergency Access is used only by the emergency services and event staff and others authorised by the licensee. The Emergency Lane shall be adequately fenced from the rest of the site and the entrances and exits controlled by stewards.
5.3 Any entrances and exits to the site shall be adequate and safe in design and properly manned by stewards in accordance with the safety plan. The design of any entrance shall include adequate provision for such searches as may be required.
5.4 For the period starting 1 hour before commencement of the event and terminating 1 hour after the end of the event the Licensee shall ensure provision on site of first aid in accordance with the recommendations of the East Midlands Ambulance Service NHS Trust and the ELSAG.
5.5 The Licensee shall ensure that the personnel charged with such provision are adequately briefed before the commencement of the event and shall ensure that throughout the event they have adequate on site communication with the other emergency services and stewards.
5.6 The Licensee shall provide on site an adequately equipped first aid room / tent (or similar structure) which has immediate access to the Emergency Lane and the Emergency Access (if one is provided).
5.7 The Licensee shall ensure that the location of the first aid provision is clearly visible and adequately sign posted.
5.8 All structures within the Site will have safe capacity calculations which will not be exceeded. Such structures will be stewarded with a robust system of counting in and out as provided in the stewarding plan.
5.9 An Event Safety Plan shall be prepared for each event where deemed appropriate by ELSAG. The plan shall be prepared in consultation with the members of ELSAG (or subsequent group).
5.10 The plan will include an emergency procedures plan.
5.11 All fire safety requirements will be discussed and agreed with Lincolnshire Fire & Rescue.
5.12 All electrical systems will be designed, tested and certified by qualified electricians or electrical engineers and safety certificates will be available for inspection by the persons authorised by the Licensing Authority.
5.13 All catering facilities on site shall comply with the recommendations of East Lindsey District Council's Environmental Health (Food Safety) Officers.
The Prevention of Public Nuisance
6.1 A litter pick operation shall operate during and after any event in the immediate vicinity of the site.
6.2 Where deemed appropriate by the ELSAG a Traffic Management Plan will be prepared and approved by Lincolnshire County Council Highways.
The Protection of Children from Harm
7.1 At all events there shall be a child safety policy to locate and reunite lost children.
Specifically designated Child Safety Stewards shall be employed as provided in the Stewarding Plan. Each Child Safety Steward shall be in possession of a current Enhanced Criminal Records Bureau check, which shall be renewed at the required time or a maximum of 3 years whichever is first.
7.2 A rendezvous point shall be identified to act as a rendezvous point for any lost child and parents/guardians. This area shall be signposted on the site and publicised by public address announcements (if available) during the course of the event.
7.3 A lost child or parent seeking a lost child shall be accompanied to the rendezvous by a steward and the rendezvous point shall be operated and staffed by a Child Safety Steward.
