The Prevention of Crime and Disorder
There shall be provided at the premises door supervisors to such a number, if any, as the management of the premises consider are sufficient to control the entry of persons to the premises and for the keeping of order in the premises when they are used for a licensable activity.
N.B. The above condition relating to the provision of premises door supervisors must be undertaken with reference to the condition attached to the premises licence by the Licensing Authority on 17 October 2011. (See Conditions Attached After a Hearing by the Licensing Authority).
A tamper resistant CCTV system shall be installed, maintained in working order and operated at the premises. Subject to a suitable request ad agreement of the Data Controller images shall be released to Lincolnshire Police so long as the Data Controller is happy to do so in accordance with the Data Protection Act 1998.
The CCTV system shall cover the balconies and main entrance in addition to areas within the premises.

Public Safety
When a balcony is open to customers after 2200 hours a door supervisor shall be employed and positioned at the entry to, or on, the balcony to supervise that no glass containers or glass bottles are taken onto the balcony.
No glass containers or glass bottles to be permitted on any balcony.
The Prevention of Public Nuisance
The height of the balconied to be screened in Perspex or other solid medium to a minimum height of 1.8 metres.
The Protection of Children from Harm
No activities are proposed that may give rise to concern in respect of children but should any activities occur that may give rise to concern in respect of children then suitable measures and restrictions shall be implemented.
Annex 3 – Conditions Attached After a Hearing by the Licensing Authority
1. One door supervisor shall be provided at the front door of the premises from 2200 Hours on Friday, Saturday and Bank Holidays and at any other times it is expected to be busy.
2. Two door supervisors shall be provided at the front door of the premises from 2300 Hours on Friday, Saturday and Bank Holidays and at any other times it is expected to be busy.
3. When a balcony at the premises is open to customers after 2200 Hours a door supervisor shall be employed and positioned at the entry to, or on, the balcony to supervise entry and ensure that no glass containers or glass bottles (or other glass drinking vessels) are taken onto the balcony.
4. In addition to the requirement for door supervisors at the front entrance to the premises and at balcony entrances there shall be provided at the premises door supervisors to such number, if any, as the management of the premises consider are sufficient for the keeping of order in the premises when they are used for a licensable activity.
5. There shall be placed at all entrances to the outside balconies, in a place where they can be easily read by members of the public, notices advising customers of the following:
(a) not to take glass containers (including bottles) onto the balconies;
(b) to act responsibly whilst on the balcony and respect the needs of the surrounding area.
6. The premises shall operate a Challenge 21 Policy. Anyone who appears to be under the age of 21 years of age shall produce on request, before being served alcohol, identification with the accepted means of proof being:
Passport;
Photo Driving Licence;
Any recognised valid photo-id card bearing the PASS hologram;
Any future accredited and accepted proof of age as defined by Lincolnshire Police.
7. The maximum number of people permitted on the Grand Parade balcony is [ XX ]* and the maximum number of people permitted on the Lumley Road balcony is [ XX ]*.
*Such occupancy figures to be calculated by the premises licence holder, in consultation with Lincolnshire Fire and Rescue, and supplied to the Licensing Team of East Lindsey District Council within 28 days of receiving the decision.
8. The premises will be a member of the Skegness Radio Link (whilst this scheme is in full operation).
9. The premises will be a member of the Skegness Pubwatch (whilst forever there is an active scheme in the town).
10. A tamper resistant CCTV system shall be installed, maintained in working order and operated at the premises to cover all areas that are open to the public including all the outside balconies at the premises. The CCTV system shall be installed and operated to the satisfaction of Lincolnshire Police and the Licensing Team of East Lindsey District Council. The CCTV shall be used to record during all hours that the premises is open for licensable activities.
11. Signage shall be visibly placed and maintained at every exit asking customers to “Please leave the premises and the area quietly”.
12. No glass containers or glass bottles to be permitted on any of the outside balconies at any time.
