Annex 2 - Conditions Consistent With the Operating Schedule
General
1.1 The maximum number of persons who may occupy the premises at any one time is 4,999
persons plus all persons employed on the site for the purpose of the licensed event, or to
comply with the operating conditions.
1.2 Written notice in advance of a licensing event shall be given to the Licensing Authority,
Lincolnshire Police and East Lindsey Safety Advisory Group (ELSAG). The minimum period
of written notice will be 8 weeks.
1.3 Any recommendations given by ELSAG (or subsequent Group) relevant to the size of the
licensed event will be complied with within an agreed timescale.
2.1 An Event Plan will be prepared and submitted to ELSAG and Lincolnshire Police. The plan
will include provision to meet public safety issues, potential crime and disorder issues, lost
children procedures, emergency procedures and the number of stewards required.
2.2 The plan will provide for a chain of command for stewards.
2.3 Stewards will wear badges of accreditation to be recognised by persons on the premises
and if appropriate be SIA registered.
2.4 The Event Plan will provide for dealing with emergency issues.
The Prevention of crime and Disorder
3.1 The Licensee will comply with any reasonable request from Lincolnshire Police based upon
intelligence relating to the safety of those working at or attending the events.
Public Safety
4.1 Where appropriate the perimeter of the site shall be adequately supervised so as to control
access to and egress from the site.
4.2 Emergency access provision to the site will be identified in advance, and Stewards will be
responsible for ensuring that such access can be used by emergency vehicles at any time
during the event.
4.3 The entrances to and exits from the site will be properly manned by stewards in
Accordance with the Event Plan.
4.4 For a period commencing one hour before the event and lasting until one hour after the
event the licensee will ensure that adequate facilities for first aid are provided within the
site and are adequately signposted.
4.5 The licensee will ensure that the first aid provision has facilities for communication with
other emergency services and stewards, and can use the emergency access provision.
4.6 Any structures provided for the use of persons attending events will have safe capacity
calculations which will not be exceeded, and will be stewarded with a robust system of
counting in and out, as agreed in the safety plan.
4.7 All fire safety requirements will be discussed and agreed with Lincolnshire Fire & Rescue.
4.8 All electrical systems will be designed, tested and certified by qualified electricians or
electrical engineers, and safety certificates will be available for inspection by the persons
authorised by the Licensing Authority.
4.9 All catering facilities on site shall comply with the recommendations of East Lindsey District
Council’s Environmental Health (Food Safety) Officers.
The Prevention of Public Nuisance
5.1 A litter pick operation shall operate during and after any event in the immediate vicinity of
the site.
5.2 Where deemed appropriate by ELSAG a traffic management plan will be prepared and
agreed with Lincolnshire County Council.
The Protection of Children from Harm
6.1 At all events where children may be present there shall be a child safety policy to locate
and reunite lost children. Child Safety Stewards will be designated in the stewarding plan.
Each Child Safety Steward shall be in possession of a current CRB check certificate.
6.2 A rendezvous point shall be identified to act as a rendezvous point for any lost child and
parents/guardians. This area shall be signposted and publicised throughout the event.
6.4 A lost child, or parent seeking a lost child shall be accompanied to the rendezvous by a
steward and the rendezvous shall be operated and staffed by a child steward.
