General
All staff will be trained in their responsibilities with regard to the sale of alcohol and the requirements of the premises licence. Training records shall be kept and made available for inspection upon request by a Police Officer or Officer of the Licensing Authority.
When door supervisors are working at the premises there shall be such a number as the Licence Holder considers sufficient to control the entry of persons to the premises and for the keeping of order in the premises, and the following conditions shall apply;
A record/log book shall be kept on the premises by the Designated Premises Supervisor of every person employed on the premises as a door supervisor.
The record shall contain the following details:-
The door supervisor's name;
His/Her Security Industry Authority Licence Number
The time and date he/she commenced and concluded their duty
The door supervisors shall sign each entry
The Designated Premises Supervisor or other authorised person shall also endorse each entry as having checked the authenticity of the individual door supervisor.
That record shall be available for inspection on demand by an Authorised Officer of the Council, the Security Industry Authority or a Police Constable.
Each entry shall be retained for a period of 12 months from date of completion.
The Prevention of Crime and Disorder
Recordable CCTV system will be provided at the premises.
Notices will be displayed regarding the drugs policy.
Membership of the local pubwatch scheme (whilst such a scheme is in the area).
Public Safety
Not Applicable.
The Prevention of Public Nuisance
Secondary glazing and sound proofing to premises.
Noise levels will be kept to a reasonable levels.
Litter clearance.
Considerate loading and unloading arrangements.
Not using external areas after a certain time.
Restricted hours that amplified music can take place.
Doors and windows will be kept closed while the licensable activities are taking place.
There shall be notices clearly and prominently displayed at the entrances/exits asking customers to 'Please leave quietly'.
The Protection of Children from Harm
Challenge 21 - A proof of age policy to be applied with the accepted means of proof being:
Passport
Photo Driving Licence
A recognised valid photo-id card bearing the PASS hologram
Any future accredited and accepted proof of age as defined by Lincolnshire Police.
Children must be accompanied by an adult.
A limit on hours during which children can be present on the premises.
CRB checks of staff involved in looking after young people.
Restricted access to adult entertainment, e.g Burlesque & lap dancing
When there is Adult Entertainment provided at the premises, for the purposes of this licence, Adult Entertainment shall be defined as in schedule 3 Local Government (Miscellaneous Provisions) Act 1982 (as amended
by section 27 of the Policing and Crime Act 2009) as “any live
performance or live display of nudity which is of such a nature
that, ignoring financial gain, it must reasonably be assumed
to be provided solely or principally for the purpose of sexually
stimulating any member of an audience (whether by verbal or
other means)”. An audience can consist of just one person, e.g. in a
private booth, the following shall apply;
a) No still or moving photographic or video recordings other than by CCTV monitoring equipment installed for crime prevention purposes shall be made of any performance of adult entertainment.
b) There shall be no images of nakedness, nudity or of any description of a sexually explicit nature to cause offence as to the nature of the entertainment being held on the premises on any external advertising.
c) Performances of adult entertainment shall only be the subject of any advertising involving the distribution of leaflets, promotion by canvassers or by touting in the street, subject to written approval by Lincolnshire Police and on the undertaking that the Premises Licence Holder shall ensure that all associated litter is collected at the end of each day’s opening hours within any area defined and agreed with Lincolnshire Police.
d) The adult entertainment shall not be visible from the street.
e) Any person who can be observed from outside the premises shall be decently dressed.
f) No person either resident, staff, performer, entertainer, visitor or customer under the age of 18 years shall be allowed in any part of the premises whilst adult entertainment is being performed or at any time whilst a rehearsal or audition for such entertainment is being conducted.
g) A clear notice shall be displayed at each entrance to the premises, in a prominent position so that it can easily be read by people entering the premises, saying,
NO PERSONS UNDER THE AGE OF 18 YEARS SHALL BE ADMITTED
h) The adult entertainment shall be given only by performers/entertainers who are engaged exclusively for that purpose.
i) No performer shall be allowed to work if they appear to be under the influence of intoxicating liquor and/or drugs.
j) The entertainment shall be restricted to dancing and the removal of clothes, there shall not be any other form of sexual activity.
k) There shall be no physical participation between any member of the audience and any other performer.
l) The DPS, management or anyone concerned in providing the adult entertainment shall not encourage or permit the encouragement of the audience to throw money or other gratuities to the performers.
m) No performer shall accept or give any telephone number or business card or note to or from members of the audience.
n) Performers shall be provided with changing room(s) which shall be located separately, and apart from, public facilities.
o) No person other than performers and authorised staff shall be permitted in the changing room(s).
p) On arrival each customer shall be provided with a copy of the House Rules, which shall include conditions l) to q) inclusive.
A minimum A4 size sign with the House Rules clearly legible shall be securely displayed and suitably protected against any theft, damage or defacement, in at least the following locations:
