Annex 2 - Conditions Consistent With the Operating Schedule
General
Copies of all polices mentioned in this licence will be kept with the premise licence and made available for inspection by Police or Local Authority Licensing Officers.
All point of sale staff shall undergo training in the refusal policy, intoxication policy and Challenge 25 Policy with a record kept of the date of training, signed by the member of staff and the trainer. Each entry shall be retained for a period of 24 months from date of completion. This record shall be made available for inspection by Lincolnshire Police Officers or other parties acting on their behalf.
The Prevention of Crime and Disorder
A CCTV system shall be installed, recording and maintained in working order and operated at the premises to the satisfaction of Lincolnshire Police, specifically:
a. There shall be a minimum of one high resolution camera fitted in a weatherproof housing, for external coverage of the entrance.
b. There shall be a minimum of one high-resolution colour camera fitted to the public entrance/exit to provide a quality head and shoulder image for facial recognition/identification purposes of all persons entering the premises.
c. There shall be a minimum of one high-resolution colour camera fitted that covers the till and service counter area.
d. There shall be sufficient cameras able to cope with the normal operating illumination to reasonably cover all licensed public areas.
e. Recordings must be kept for a minimum of 28 days and endorsed with the accurate, correct time/date (BST/GMT adjusted).
f. The frame rate shall be maintained to a standard whereby any footage produced is of sufficient quality to be of evidential use.
g. Playback of any incident without the necessity for download must be possible.
h. A member of staff should be on the premises at all times they are open to the public who is capable of operating the CCTV system. Recordings will be made available within
24 hours of the original lawful request.
The premises shall have and operate a refusals policy. The policy will include alcohol not being sold to persons identified, or found, drinking alcohol in the street.
An incident book/refusals register shall be kept at the premises in which details of crime, disorder and refusals (of alcohol sales and other age restricted goods) relating to the premises shall be recorded. The book/register shall contain the following details;
a) Time, date and location of the incident / refusal, signed by the staff member dealing
b) with it;
c) Nature of the incident / refusal;
d) Name and brief description of any person(s) involved;
e) Result of the incident / reason for refusal;
f) The item(s) attempted to have been purchased;
g) Action taken to prevent further such incidents (where appropriate).
The incident book / refusals register (which may be electronic) shall be made available to Police Officers and Representatives of Responsible Authorities upon request. Each entry shall be retained for a period of 24 months from date of completion.
The shop will have an Intoxication Policy. This policy will target the refusal of sales to persons who are drunk.
Right to work checks shall be conducted on all potential employees prior to their employment in any capacity at the venue. Checks shall be in accordance with the Home Office Code of Practice for employers as current at that time.
Public Safety
Not Applicable.
The Prevention of Public Nuisance
No super-strength beer, lager or ciders of 7.1% ABV (alcohol by volume) or above shall be sold at the premises.
The Protection of Children from Harm
Challenge 25 shall be implemented and a proof of age policy is to be applied with the accepted means of proof of age being:
Passport
Photo Driving Licence
A recognised valid photo-id card bearing the PASS hologram
A notice, or notices, shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate: That proof of age may be requested at the premises and those accepted means for proof of age listed as above and no sale of alcohol to under 18’s will be permitted.
