The Prevention of Crime and Disorder
Alcoholic drinks may not be removed from the premises in open containers save for consumption in external areas provided for that purpose.
No customers carrying opened bottles of alcoholic drink upon entry shall be admitted to the premises at anytime the premises are open to the public.
A CCTV system shall be installed, recording and maintained in working order and operated at the premises to the reasonable satisfaction of Lincolnshire Police, specifically:
a) There shall be a minimum of one high resolution camera fitted in a weatherproof housing, for external coverage of the entrance.
b) There shall be a minimum of one high-resolution colour camera fitted to each public entrance/exit to provide a quality head and shoulder image for facial recognition/identification purposes of all persons entering the premises.
c) There shall be sufficient cameras able to cope with the normal operating illumination to reasonably cover all licensed public areas.
d) Recordings must be kept for a minimum of 31 days and endorsed with the accurate, correct time/date (BST/GMT adjusted).
e) The frame rate shall be maintained to a standard whereby any footage produced is of sufficient quality to be of evidential use. It is recommended that the FPS is maintained as close to 25 FPS as possible and should not fall below 15 FPS.
f) Police and/or Licensing Officers shall be able on attendance to view playback of any incident without the necessity for download.
g) Recordings of incidents at the premises must be provided to the police following lawful request.
h) A member of staff should be on the premises at all times they are open to the public who is capable of operating the CCTV system and providing recordings on request. When this is not possible recordings will be provided within 24 hours of the original request.
i) Recording equipment shall be housed in a secure room/cabinet where access and operation is strictly limited to authorised persons.
When considered appropriate by the premises licence holder and/or the Designated Premises Supervisor there shall be provided at the premises door supervisors who are registered with the Security Industry Authority (SIA) to such a number as the licence holder and/or DPS consider are sufficient to control the entry of persons to the premises and for the keeping of order in the premises when they are used for a licensable activity.
When door supervisors are working at the premises there shall be such a number as the Licence Holder considers sufficient to control the entry of persons to the premises and for the keeping of order in the premises, and the following conditions shall apply;
A record/log book shall be kept on the premises by the Designated Premises Supervisor of every person employed on the premises as a door supervisor.
The record shall contain the following details:-
The door supervisor's name;
His/Her Security Industry Authority Licence Number
The time and date he/she commenced and concluded their duty
The door supervisors shall sign each entry
The Designated Premises Supervisor or other authorised person shall also endorse each entry as having checked the authenticity of the individual door supervisor.
That record shall be available for inspection on demand by an Authorised Officer of the Council, the Security Industry Authority or a Police Constable.
Each entry shall be retained for a period of 12 months from date of completion
Public Safety
The premises licence holder will comply with the reasonable requirements of the Fire Officer from time to time.
The Prevention of Public Nuisance
In respect of any proposed regulated entertainment, the premises manager / duty manager shall risk assess whether such regulated entertainment will give rise to undue noise at any nearby noise sensitive property. If the risk assessment suggests that there is a potential for noise nuisance, he / she shall ensure that during the relevant regulated entertainment, all relevant doors and windows are kept closed (except to allow reasonable access and egress) and where the risk assessment so indicates, shall also ensure that all access to and egress from the premises is through the lobby which is located on the eastern elevation of the premises.
Where appropriate prominent and legible notices shall be displayed at all exits requesting the public to respect the needs of the local residents and to leave the premises and area quietly.
The doors and windows at the premises will be double glazed.
The Protection of Children from Harm
No films or videos of any description will be shown so that then can be viewed by persons under the age of any applicable BBFC/Local Authority certification.
Children under the age of 16 shall not be permitted to enter or remain at the premises after 2200 Hours unless resident, dining with an adult, or attending a pre booked function.
