ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
All staff shall be suitably trained for their job function in the operating standards for the premises and the contents of the premises licence. The training shall be under constant review.
This premise licence shall only be used in connection with events undertaken or promoted by the Lincolnshire Coastal BID and the dates for such events shall be notified to the Licensing Team of East Lindsey District Council, the East Lindsey Event Safety Advisory Group and the Licensing Team of Lincolnshire Police, at least two months in advance of each event.
East Lindsey Event Safety Advisory Group (ELESAG) Conditions: An Event Management Plan for the event to be prepared and lodged with the Licensing Team of East Lindsey District Council and the East Lindsey Event Safety Advisory Group (ELESAG).
Any recommendations of the East Lindsey Event Safety Advisory Group (ELESAG) with regard to the Event Management Plan to be implemented in full.
Any safety measures recommended by the ELESAG about the car park arrangements for the event to be implemented in full.
A car park management plan will be produced and lodged with the East Lindsey Safety Advisory Group (ELSAG), Lincolnshire Police and the Licensing Authority.
The finalised documents to be lodged at least 28 days in advance of each event.
The Prevention of Crime and Disorder
The premises licence holder will comply with any reasonable request from Lincolnshire Police based upon intelligence relating to the safety of those working at and attending the events.
The premises licence holder will provide marshalls / stewards for the event. The marshalls /stewards shall receive training specific to the event including the correct path for reporting incidents and shall be provided with high visibility clothing in order for them to be easily identifiable during the event. The marshalls / stewards shall be subject to at least one daily briefing/debriefing session during the currency of the event.
There shall be provided at the premises door supervisors who are registered with the Security Industry Authority (SIA) to such a number as the management of the premises consider are sufficient to control the entry of persons to the premises and for the keeping of order in the premises when they are used for a licensable activity.
Public Safety
Where appropriate the perimeter of the site shall be adequately supervised so as to control access to and egress from the site.
A written risk assessment of the site will be carried out prior to each event and all practicable steps taken to minimise risks to the safety of all participants.
The risk assessment shall include the capacity limit for the event (including staff and entertainers) and during the event the premises licence holder or nominated person shall monitor the number of people on the premises. The premises licence holder or nominated person shall take steps to reduce the number of persons where the capacity limit has been exceeded or is likely to be exceeded.
The Prevention of Public Nuisance
A litter pick operation shall operate during and after any event within the licensed area and in the immediate vicinity of the site. Facilities for deposing of the litter collected will be available and maintained.
Where deemed appropriate and reasonable by the ELESAG a Traffic Management Plan will be prepared and submitted to Lincolnshire County Council Highways and the ELESAG. Any reasonable recommendations of the aforementioned with regard to the Traffic Management Plan to be implemented in full.
No sound checks shall be carried out before 1000 Hours or after 1800 Hours on the day before the event starts or on the days of the event. No sound checks shall be a carried out at any other date or time.
The Protection of Children from Harm
At all events there shall be a child safety policy to locate and reunite lost children.
Specifically designated Child Safety Stewards shall be employed. Each Child Safety Steward shall be in possession of a current Disclosure Barring Service (DBS) Record check, which shall be renewed at a maximum period of 3 years.
A rendezvous point shall be identified to act as a rendezvous point for any lost child and parents/guardians. This area shall be signposted on the site and publicised by public address announcements (if available) during the course of the event.
A lost child or parent seeking a lost child shall be accompanied to the rendezvous by a steward and the rendezvous point shall be operated and staffed by a Child Safety Steward.
No activities are proposed that may give rise to concern in respect of children but should any activities occur that may give rise to concern in respect of children then suitable measures and restrictions shall be implemented.
