Annex 2 - Conditions Consistent With the Operating Schedule
General
Definitions
The following definitions apply.
"the Plan" - the Plan annexed to application
"the Site" - the area edged red on the Plan.
General description of the premises and events
Events will take place largely in the Cornmarket and Market Place part of the Site, with supplementary use of the adjacent streets named in the Application and shown on the Plan as may be required due to the nature of each particular event. It is intended that the date(s) and times of each event to be held within the auspices of the Premises Licence will be notified to the Licensing Authority and Lincolnshire Police at least eight weeks before the date of each event, together with any event detail not included within the application and any specific additional proposals with regard to health and safety, stewarding and the like which may arise over and above what is addressed in this application.
The Prevention of Crime and Disorder
i. All events will be risk assessed and the Police consulted and invited to attend
ii. Any event planning recommendations received from Lincolnshire Police will be acted upon and complied with so far as may be practicable.
iii. The Applicant will use its best endeavours to ensure compliance with any reasonable request received prior to the event from Lincolnshire Police relating to the safety of those working at and attending the event or raised by any attending Police Officers.
iv. Close Circuit Television Cameras - the Control Room at Skegness will be notified of the event and requested to concentrate on capturing coverage of the event. Provisions for recording shall be provided in accordance with the reasonable recommendations of Lincolnshire Police.
Public Safety
v. A stewarding plan will be prepared in consultation with Lincolnshire Police, and others as necessary.
vi. Risk assessments will be undertaken or each event. Participants will be segregated by the use of barriers where appropriate.
vii. Stall holders will be required to undertake risk assessments and have Public Liability insurance cover.
viii. Town Centre Road closures will be in place so far as may be necessary and desirable for each event. Barriers for road closures will be provided by a suitably licensed operator.
ix. Access for emergency vehicles will be maintained at all times enabled by the temporary removal of the road barriers.
x. Suitably qualified First Aiders will be present and organisers will carry mobile telephones to summons emergency services if required.
xi. Local retailers will be informed of the event in order to ensure alternative delivery arrangements can be organised.
xii. Any reasonable fire safety recommendations received from Lincolnshire Fire and Rescue will be acted upon.
xiii. All electrical systems will be tested and certified by qualified electricians and safety certificates will be available for inspection by the persons authorised by the Licensing Authority. Contractor Electricians will be on site during events when necessary.
The Prevention of Public Nuisance
xiv. The applicant will use its best endeavours to minimise disturbance to local residents and town centre users.
xv. Litter - ELDC Street cleaning team will be given adequate notice of the event.
xvi. ELDC will be requested to assist with the extension of opening hours of public toilets.
xvii. CCTV Control Centre will be given advance notice of the event.
The Protection of Children from Harm
xviii. The Applicant will require a child safety policy to locate and reunite lost children to be in place at each event.
xix. A rendezvous point will be identified for any lost child and parents/guardians. This area shall be publicised by public address announcements and/or notices during the course of the event.
xx. The Applicant will require that appropriate training in accordance with Lincolnshire Trading Standards recommendations is provided to all relevant staff or event participants in respect of the law relating to age-restricted products to be sold or supplied at the event and the procedures which they are expected to follow when dealing with such products.
xxi. The Applicant will require operation of a Challenge 25 Proof of Age Scheme at each event so that anyone seeking to purchase or be supplied with restricted products that appear to be under 25 will be asked for proof of age. Notices detailing that Scheme will be posted at prominent points on the Site and on relevant points of sale.
The premises licence application indicated that adult entertainment, services or activities will not be provided. Therefore the premises may not provide adult entertainment (that is, lap dancing, pole dancing, striptease, etc.).
