ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
Period of premises licence - Licensable activities may be provided during the period 12 to 14 July 2019 (inclusive). The licence will expire on 15 July 2019.
The total number of persons expected to be present at the event at any one time shall be a maximum of 2,000.
The premises licence holder (or his nominated representative) will attend at least one East Lindsey Event Safety Advisory Group (ELESAG) meeting prior to the event subject of this premises licence.
The premises licence holder will produce a full Event Safety Management Plan (ESMP) prior to the event subject of this premises licence holder. The ESMP must be approved by the ELESAG at least one month prior to the event. Any changes requested to be made to the ESMP after its approval by ELESAG must be approved by the Licensing Authority. The ESMP will include, but not be limited to, the following:
1. Introduction and Event Overview (including details of proposed entertainment)
2. Event Contacts
3. Licensing Objectives - Measures to address the Licensing Objectives
4. Organisational Structure, Roles & Responsibilities
5. Crowd Management Plan including plans for access, egress, dispersal and evacuation
6. Security and Stewarding Plan
7. Alcohol Management Plan (including the Management of Bars and the Sale/Supply of Alcohol)
8. Crime Reduction Plan
9. Capacity Control
10. Fire Safety
11. Campsite Management
12. Cleansing
13. Waste Management Plan including litter collection
14. Communication
15. Temporary Demountable Structures
16. Site Safety Plan including Safety Rules
17. Sanitary Facilities
18. Medical and First Aid Facilities
19. Concessions
20. Power and Electrical Installations
21. Incident and Emergency Plans including Major Incident Plan
22. Transport Plan including the Traffic Management Plan
23. Sound Assessment and Noise Management Plan

The ESMP will form the framework within which the event is managed and operated - the conditions and operating schedule procedures defined in the final version of the ESMP will be adhered to.
The premises licence holder will supply the ELESAG with a final site plan including the positions of all structures at least 28 days in advance of the start of the event.
The premises licence holder will obtain completion certificates for all temporary structures, power and water installations prior to the event opening to the public.
The premises licence holder will hold both public and employers liability insurance for the event.
The premises licence holder will operate an Alcohol Plan at the event.
A copy of the premises licence and its conditions will be available for inspection at the event at all times.
After the event, a debrief will be held with ELESAG representatives.
The Prevention of Crime and Disorder
The organiser will employ the services of a recognised and qualified security and stewarding company; this company will produce dedicated security, stewarding and crowd management plans to be approved by the ELESAG one month prior to the event. Only individuals licensed by the Security Industry Authority (SIA) will be used to guard against unauthorised access or occupation and outbreaks of disorder or damage. Each bar at the event will have a dedicated SIA supervisor.
All security staff and stewards will be easily identifiable and have appropriate training for their duties. A register will be maintained of all stewards and security staff employed before, during and after the event containing their full names, date of birth, home addresses, employers, event specific identification and where appropriate their SIA registration details. These details will be made available, on reasonable request, to Lincolnshire Police and the Licensing Authority.
SIA registered staff will be in position on at entrances, bars and stages.
All stewards will be fully briefed on the relevant particulars of the event and report or take other appropriate action on any suspicious activity.
A two-way radio system will be used to maintain communication between event organisers and steward/security management.
An Incident Report Register will be maintained via Event Security Control - the purpose of the document being to record the time, date and location of notable incidents including anti-social behaviour, admissions, refusals and ejections from the event. The report will be on consecutively numbered pages and include the names and registration numbers of security personnel involved in and/or reporting the incident and/or to whom the incident was reported; the names and personal licence numbers (if any of any other staff involved in and/or reporting the incident and/or to whom the incident was reported; the names and numbers of any Police Officer attending, the Police incident and/or crime number and the full contact details of any witness.
The Incident Report Register will be produced for inspection immediately on the request of Lincolnshire Police or an authorised officer of the Licensing Authority.
The premises licence holder or Designated Premises Supervisor (DPS) will inform the Police as soon as is practicable of any search resulting in the seizure of drugs or offensive weapons.
A suitable purpose-made receptacle for the safe retention of illegal substances will be provided and arrangements made for the safe disposal of its contents as agreed with Lincolnshire Police.
A refusal log for the event will be kept at each bar.
The premises licence holder will take all reasonable steps to prevent drunkenness and other disorderly conduct, as per the statutory requirements of the Licensing Act 2003.
The premises licence holder will prepare a drugs policy for the Event, which will be approved by the Lincolnshire Police one month prior to the Event.
Each bar on site will be managed by a personal licence holder under the supervision of the site DPS.
No alcohol sales will be made if the DPS is not on site, or if the DPS does not hold a personal licence, or his/her personal licence has been suspended.
Public Safety
The organisers will employ the services of a qualified first aid provider; the numbers of staff will be in line with the HSE Event Safety (Purple) Guide.
A dedicated and clearly signed first aid point will be manned at all times that the premises are open to the public.
All drinks shall be served in plastic, paper or polycarbonate containers.
The premises licence holder or nominated person shall take steps to ensure that they have a suitable system in place that accurately indicates the number of persons (including staff and entertainers) within the licensed area at any time. The premises licence holder or nominated person shall take steps to reduce the number of persons (including staff and entertainers) where the safe capacity limit for the licensed area has been exceeded.
The Prevention of Public Nuisance
The premises licence holder (or nominated person) will ensure that the licensed area is cleaned to ensure that litter is removed and properly disposed.
The Protection of Children from Harm
The premises licence holder will operate a Challenge 25 Policy on the sale of alcohol. Only identification bearing the carrier's photograph and date of birth and either a holographic mark or an ultraviolet feature will be accepted as proof of age.
