ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
The event, subject of this premises licence, shall take place on one Saturday each year. The date of the event each year to be notified to the Licensing Authority, the Responsible Authorities and the East Lindsey Event Safety Advisory Group (ELESAG) at least six months in advance of the event.
An Event Management Plan will be prepared and lodged with the East Lindsey Event Safety Advisory Group (ELESAG), Lincolnshire Police and the Licensing Authority.
Unless otherwise agreed the Draft Event Management Plan will be submitted no later than two months prior to the event to the ELESAG for their comment and advice. Unless otherwise agreed no later than 28 days prior to the event the final version of the Event Management Plan shall be submitted to the ELESAG, Lincolnshire Police and the Licensing Authority.
Any recommendations of the ELESAG with regard to the Event Management Plan to be implemented in full.
So far as is reasonably practicable the premises licence holder must ensure that the event is run in accordance with the Event Management Plan.
The Prevention of Crime and Disorder
Prior to any of the dates when licensable activities are to take place at the premises, a risk assessment will be undertaken to determine an appropriate number of SIA registered Door Supervisors to be employed at the premises. Such number will be employed at the premises on the date that licensable activities are to take place.
Public Safety
A risk assessment of the event site will be carried out and all practicable steps taken to minimise risks to the safety of all participants and attendees.
Appropriate and sufficient First Aid and medical equipment/staff shall be made available and employed at the event site throughout the course of the event. An assessment of First Aid Requirements will be undertaken with reference to relevant guidance, in order to determine adequate numbers of First Aid personnel and equipment.
The premises licence holder will provide stewards for the event. The stewards shall receive training specific to the event including the correct path for reporting incidents and shall be provided with high visibility clothing in order for them to be easily identifiable during the event. The stewards shall be subject to at least one briefing/debriefing session during the currency of the event.
Security staff and stewards shall be given instruction and training in the emergency procedures for the event as detailed in the Event Management Plan for the event.
The Prevention of Public Nuisance
The event site and its exterior shall be cleared of litter at regular intervals throughout the event, and at the end of the event.
The Protection of Children from Harm
A Lost/Found Children and Vulnerable Persons (LFCVP) Policy shall be in place for the event and a system for lost children including a safe place for them whilst their parent or guardian is found. All security staff and stewards will be informed of their responsibility in respect of this policy.
At least one person responsible for the implementation of the Lost/Found Children and Vulnerable Persons (LFCVP) Policy shall have been checked using the Disclosure and Barring Service (DBS). A record shall be kept for a minimum period of 12 months and shall contain, as a minimum, the following details for the person (and any other persons) employed in this position:
Their name
Their address
Their date of birth
Their place of birth
Details of their DBS certificate
No activities are proposed that may give rise to concern in respect of children but should any activities occur that may give rise to concern in respect of children then suitable measures and restrictions shall be implemented.
