ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
The premises licence holder shall produce an Event Management Plan (EMP) for the event which shall be submitted to the East Lindsey Event Safety Advisory Group (ELESAG) in draft format with the final plan being submitted to the ELESAG 28 days prior to the event date.
The Event Management Plan shall include Event Risk Assessments, Site Plan, Emergency Evacuation Plans (to include show stop process), Security and Stewarding Plan, Noise Management Plan, Fire Safety Plan, Medical Needs and Management Plan, Welfare Plan and a Waste Management Plan.
The Event Safety Officer and his/her Deputy shall be responsible for enforcing the requirements of the Event Management Plan.
The Prevention of Crime and Disorder
There shall be provided at the premises door supervisors who are registered with the Security Industry Authority (SIA) to such a number as the premises licence holder considers are sufficient to control the entry of persons to the event and for the keeping of order in the premises when they are used for a licensable activity.
A plan shall be produced in order to ensure that an appropriate number of stewards are provided at the event in relation to the amount people attending the show. Stewards shall be briefed to look out for individuals who are under the influence of illegal drugs or excess alcohol. Where patron behaviour is unacceptable, they shall be challenged and may be asked to leave the event.
There will be a search and drugs policy in place for the event and to remain with the event organisers during the length of the licence. This policy shall be made available to Lincolnshire Police upon their request at any reasonable time.
Public Safety
Comprehensive risk assessments shall be carried out prior to the event with steps being taken to reduce all risks to health and safety as far as is reasonably practicable.
The premises licence holder shall ensure that there is sufficient egress capacity at the event and that all exits are kept clear throughout the event.
An inspection shall be carried out prior to the event in order to ensure that the premises are safe to use. Further checks and inspections shall take place throughout the event.
The Event Safety Officer shall assume control of any emergency and contact the Emergency Services if further assistance is required.
Clear and unobstructed access around the event site shall be made available for use by the Emergency Services and their vehicles at all times.
There shall be an appropriate number of medical and first aid staff on site throughout the event.
Adequate and suitable lighting shall be in place to assist in the egress from the premises after the show.
All temporary electrical installations shall be installed by suitable qualified and competent personnel.
A suitable and sufficient number of stewards and SIA security staff shall be provided at the event.
Fire-fighting equipment shall be provided in the stage location in case of any electrical fires.
Structural calculations and relevant health and safety information together with method statements in relation to all temporary structures shall be provided to Building Control.
The Prevention of Public Nuisance
The premises licence holder (or nominated person) will assess the impact of any noisy activities on neighbouring premises at the start of the activity and periodically throughout the activity and take action to reduce noise levels if they are found to be distinguishable above normal background levels at the nearest residential property.
The Protection of Children from Harm
Stewards shall be briefed on the Event Safeguarding Policy and a central point shall be created so that any lost children can be accounted for at this location.
There shall be no children taking part in the performance.
