ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
The premises licence holder shall produce an Event Management Plan (EMP) for the event which shall be submitted to the East Lindsey Event Safety Advisory Group (ELESAG) in draft format with the final plan being submitted to the ELESAG 28 days prior to the event date.
The Event Management Plan shall include:
Event Risk Assessments
Site Plan
Emergency Evacuation Plans (to include show stop process)
Security & Stewarding Plan
Noise Management Plan
Fire Safety Plan
Medical Needs & Management Plan
Welfare Plan
Waste Management Plan
Traffic Management Plan (road closures if required).
The Event Safety Officer and his/her Deputy shall be responsible for enforcing the requirements of the Event Management Plan.
The Prevention of Crime and Disorder
Registered Security Industry Authority (SIA) staff shall be supplied by a local contractor that regularly works at public events. A plan shall be produced in order to ensure that there an appropriate number of stewards in relation to the amount of people attending the show.
There shall be provided and kept at the premises a register/log book to record details of every person employed on the premises as a door supervisor. The record shall contain the following details:
The SIA supervisor's name.
His/her Security Industry Authority (SIA) Licence Number.
The time and date he/she commenced and concluded their duty.
The door supervisors shall sign each entry.
The log to be inspected weekly and signed by a member of the Event Management Team.
The log to be retained for a period of no less than 12 months and made available to Lincolnshire Police for inspection upon request.
No persons shall be allowed to enter the designated areas set out for entertainment and the stage whilst in possession of any alcohol in sealed containers or not. All alcohol located shall be seized and a policy shall be implemented for its recovery or the disposable. Signage or instruction to the attendees shall be clearly identifiable to members of the public informing them of this.
A plan shall be produced in order to ensure that an appropriate number of stewards are provided at the event in relation to the amount people attending the show.
There will be a search and drugs policy in place for the event and to remain with the event organisers during the length of the premises licence. This policy shall be made available to Lincolnshire Police upon their request at any reasonable time.
Stewards shall be briefed to look out for individuals who are under the influence of illegal drugs or excess alcohol. Where behaviour is unacceptable, they shall be challenged and may be asked to leave the event.
An agreement shall be made with Lincolnshire Police for any drugs seized or located during the event for their safe and lawful disposure. This shall be included within the drugs policy.
Public Safety
As detailed above, an Event Safety Management Plan shall be formulated specifically for this event. The Event Safety Officer and his/her Deputy shall be responsible for enforcing the requirements of the Event Management Plan.
Comprehensive risk assessments shall be carried out prior to the event with steps being taken to reduce all risks to health and safety as far as is reasonably practicable.
The premises licence holder shall ensure that there is sufficient egress capacity and that all exits are kept clear throughout the event.
An inspection shall be carried out prior to the event in order to ensure that the premises are safe to use. Further checks and inspections shall take place throughout the event.
The Event Safety Officer shall assume control of any emergency and contact the emergency services if further assistance is required.
Clear and unobstructed access around the premises shall be available for use by the emergency services and their vehicles at all times.
There shall be an appropriate number of medical and first aid staff on site throughout the event.
Adequate and suitable lighting shall be in place to assist in the egress from the premises after the show.
All temporary electrical installations shall be installed by suitable qualified and competent personnel.
A suitable and sufficient number of stewards and SIA security staff shall be provided at the event.
Fire-fighting equipment shall be provided in the stage location in case of any electrical fires.
Structural calculations and relevant health and safety information together with method statements in relation to all temporary structures shall be provided to Building Control.
The Prevention of Public Nuisance
The premises licence holder (or nominated person) will assess the impact of any noisy activities on neighbouring premises at the start of the activity and periodically throughout the activity and take action to reduce noise levels if they are found to be distinguishable above normal background levels at the nearest residential property.
The Protection of Children from Harm
Stewards shall be briefed on the Event Safeguarding Policy and a central point shall be created so that any lost children can be accounted for at this location.
There shall be no children taking part in the performances.
