ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
The outside area detailed on the premises licence will cover licensable activities over the period of one day on 01 October 2023. The premises licence will expire on 02 October 2023.
The maximum number of persons, including staff and performers, permitted to attend the event at any one time shall not exceed 4,999.
The premises licence holder shall give notice to the East Lindsey Event Safety Advisory Group (ELESAG) of the event. This notice will enable a decision as to the necessity for a Safety Advisory Group (SAG) for the event. An Event Management Plan shall be produced for the event and supplied to the ELESAG.
The ELESAG or its equivalent, shall receive the finalised Event Management Plan, completed to an acceptable standard in accordance with the Purple Guide or its equivalent document, at least 14 days in advance of the event.
The premises licence holder shall ensure that advance warning of road closures shall be prominently displayed in the area prior to the event as well as providing notice in a local newspaper. Licence / event specific information (regarding the event) shall be laminated and placed on lampposts prior to the event.
The Prevention of Crime and Disorder
A process shall be put in place which enables the event stewards to report any incidents without delay to the premises licence holder (or their nominated representative).
Public Safety
The premises licence holder shall ensure that a sufficient number of event marshalls / stewards and event staff are on duty (and on patrol) at all times that the event is open to the public.
Stewards shall be easily distinguishable from members of the public.
All stewards shall be trained in their duties prior to the start of the event in order to ensure they have a full understanding of the event infrastructure and procedures.
The Prevention of Public Nuisance
The premises licence holder (or their nominated representative) shall conduct regular assessments of the noise coming from the licensed area during the event and shall take steps to reduce the level of noise where it is likely to cause significant disturbance to local residents.
A letter drop shall be provided to all town centre businesses and second floor residential properties to ensure that shop owners and residents are aware of the event.
The Protection of Children from Harm
The premises licence holder shall provide a Memorandum of Understanding (MoU) to any traders at the event undertaking the supply of alcohol (under the authority of a Temporary Event Notice (TEN). The MoU shall require a Challenge 25 Proof of Age Policy to be adopted at each alcohol outlet on the site and in addition the MoU shall require the outlet not to sell alcohol to anyone already under the influence of drink.
The Challenge 25 Proof of Age Policy shall require any person who looks under the age of 25 to be challenged and asked to produce valid photo identification to prove they are aged 18 or over before they can be served. Acceptable photo identification shall include:
Passport
Photo Driving Licence
A recognised valid photo-id card bearing the PASS hologram
UK Armed Forces ID Card
Appropriate posters shall be displayed in relation to the Challenge 25 Proof of Age Scheme.
A lost children and vulnerable persons policy shall be provided for the event and all event staff and volunteers shall be made aware of the policy.
An Information Stall / Point shall be provided at the event and the existence of the Information Point shall be detailed in guidance leaflets for the event.
