ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
The dates of any events shall be notified to the Licensing Team of East Lindsey District Council, the East Lindsey Event Safety Advisory Group and the Licensing Team of Lincolnshire Police, at least two months in advance of each event.
This premises licence cannot be used unless approval to close the highway has been granted by Lincolnshire County Council and that any measures required by Lincolnshire County Council are implemented.
This licence is limited to 4 events a year, between 01 April and 30 September each year, with any one event being a maximum of 3 days.
The Prevention of Crime and Disorder
There shall be provided at the premises door supervisors who are registered with the Security Industry Authority (SIA) to such a number as the management of the premises consider are sufficient to control the entry of persons to the premises and for the keeping of order in the premises when they are used for a licensable activity.
Public Safety
The premises licence may only be used when an approved Traffic Management Plan and Temporary Traffic Regulation Order (TTRO) has been agreed with LCC Highways and an Event Management Plan put in place, such Event Management Plan being submitted to both LCC Highways and ELESAG. Any reasonable recommendations with regard to the Traffic Management Plan and/or the Event Management Plan to be implemented in full.
The finalised documents to be lodged at least 28 days in advance of each event.
The premises licence holder will comply with any reasonable request from Lincolnshire Police based upon intelligence relating to the safety of those working at and attending the events.
The premises licence holder will provide marshalls/stewards for the event. The marshalls/stewards shall receive training specific to the event including the correct path for reporting incidents and shall be provided with high visibility clothing in order for them to be easily identifiable during the event.
The marshalls/stewards shall be subject to at least one daily briefing/debriefing session during the currency of the event.
Where appropriate the perimeter of the site shall be adequately supervised so as to control access to and egress from the site.
A written risk assessment of the site will be carried out prior to each event and all practicable steps taken to minimise risks to the safety of all participants.
The risk assessment shall include the capacity limit for the event (including staff and entertainers) and during the event the premises licence holder or nominated person shall monitor the number of people on the premises. The premises licence holder or nominated person shall take steps to reduce the number of persons where the capacity limit has been exceeded or is likely to be exceeded.
The Prevention of Public Nuisance
A litter pick operation shall operate during and after any event within the licensed area and in the immediate vicinity of the site. Facilities for deposing of the litter collected will be available and maintained.
No sound checks shall be carried out before 1000 Hours or after 1800 Hours on the day before the event starts or on the days of the event. No sound checks shall be a carried out at any other date or time.
The Protection of Children from Harm
At all events there shall be a Child Safety Policy to locate and reunite lost children.
Specifically designated Child Safety Stewards shall be employed. Each Child Safety Steward shall be in possession of a current Disclosure Barring Service (DBS) Record check, which shall be renewed at a maximum period of 3 years.
A rendezvous point shall be identified to act as a rendezvous point for any lost child and parents/guardians. This area shall be signposted on the site and publicised by public address announcements (if available) during the course of the event.
A lost child or parent seeking a lost child shall be accompanied to the rendezvous by a steward and the rendezvous point shall be operated and staffed by a Child Safety Steward.
