ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
Written notice in advance of the licensed event shall be given to Lincolnshire Police and the East Lindsey Event Safety Advisory Group (ELESAG). The minimum period for written notice will be 12 weeks.
The premises licence holder shall produce fully drafted and final plans which will be submitted to the ELESAG within a time scale set by the ELESAG.
Any recommendations given by the ELESAG (or subsequent group) relevant to the size of the licensed event shall be complied with within an agreed timescale.
The premises licence will only be valid for the applied event between the stated dates and times identified within the licence application.
The provision of licensable activities shall take place during the weekend of 02 August to 04 August 2024.
The Prevention of Crime and Disorder
There shall be qualified SIA Officers in attendance at the event.
The security personnel duties shall include regular security patrols of the inner and outer perimeters, observational presence of the marquee areas, activity areas and all other camping areas within the event ground.
Security patrols shall be conducted every hour, including nighttime hours, at the start of the event days and throughout.
There shall be provided and kept at the premises a register/logbook to record details of every person employed on the premises as a door supervisor. The record shall contain the following details:
The SIA supervisor's name.
His/her Security Industry Authority (SIA) Licence Number.
The time and date he/she commenced and concluded their duty.
The door supervisors shall sign each entry.
The log to be inspected and signed by a member of the Event Management Team. The log to be retained for a period of no less than 12 months and made available to Lincolnshire Police for inspection upon request.
Only persons who have pre-bought a ticket to the event shall be allowed entry. There shall be no walk ins permitted.
No persons shall be allowed to the event unless proof of a purchase of a ticket is presented to staff managing the entrance points.
There shall be a search and drugs policy in replace and to remain with the event organisers during the length of the premises licence. This policy shall be made available to Lincolnshire Police upon their request at any time.
An agreement shall be made with Lincolnshire Police for any drugs seized or located during the event for their safe and lawful disposure.
Within the drugs policy it shall be written on how any drugs seized or located at the event shall be recorded, stored and disposed of.
Observational wristband checks shall be conducted throughout the event.
Access to the event ground shall be under access control both at the primary location entrance and the secondary location entrance. This shall commence during the set up phase, the event days and the wrap up days.
Situated in the marquee areas will be a welfare tent to record and respond any crime/disorder incidents. The recording shall include:
Time, date and location of incident.
Nature of the Incident.
Names, addresses and contact details of persons involved.
Result of the incident.
Action taken to prevent further such incidents.
Each entry to be signed by event organiser or other responsible person employed at the premises and so authorised by the Designated Premises Supervisor (DPS); and retained for a period of no less than 12 months and made available to Lincolnshire Police for inspection upon request.
Access control will be scaled down and subsequently dismantled once the event ground has been handed over successfully to the landowner.
Public Safety
Full risk assessments shall be conducted during the primary inspection phase of the event and shall be scheduled at regular intervals prior to the event. During the event phase, there shall be dynamic risk assessments if required.
The Prevention of Public Nuisance
Sound checks shall be conducted at intervals to ensure appropriate dB levels are monitored and maintained both during the set-up phase and throughout the event.
Waste disposal management at the event ground shall be conducted and monitored throughout the event subsequently on the wrap up phase.
There shall be more than adequate waste disposal units (bins) situated across the event ground.
Waste disposal extraction shall be conducted both during and after the event.
The Protection of Children from Harm
The risk assessments for the event shall consider the safety and welfare of children as a key priority.
All volunteers and contributors working with children shall be adequately DBS checked.
A risk assessment shall be conducted at the event ground to ensure any harmful elements have been mitigated and/or removed. The mitigation steps shall include:
Safety exclusion zones
Supervised and monitored activities
Regular security patrols covering full perimeter areas and all inner perimeter areas.
Security patrols - concentrating on children’s craft and play areas
Access control of all ingress and egress points
Specific colour coded wrist bands with parent/guardian phone numbers applied.
There shall be a lost children and vulnerable adults policy / procedure for the event.
