ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
All staff responsible for selling alcohol shall receive training in the Licensing Act 2003 in terms of the licensing objectives, offences committed under the Act, the conditions of the premises licence and the operating standards of the premises.
Written records of this training shall be retained for a period of no less than 12 months and made available upon request to the Police and Authorised Officers of the Licensing Authority.
The Prevention of Crime and Disorder
A tamper proof CCTV system shall be installed, maintained in working order and operated at the premises in liaison with and to the satisfaction of Lincolnshire Police and shall be used to record during all hours that the premises are open to the public.
Signage shall be clearly displayed at the premises making customers aware of the CCTV operation.
The CCTV system shall have a suitable export method for the Police and images shall be retained for a minimum period of 28 days.
A refusals book, or electronic record, shall be kept recording all instances where service of alcohol is refused. Records to be retained for at least 12 months and shall be made available for inspection to the Police, or other Officers of a Responsible Authority, upon request.
An incident book shall be kept at the premises, in which details of crime and/or disorder relating to the premises shall be recorded. The incident book shall contain the following details:
Time, date and location of incident.
Nature of the incident.
Names, addresses and contact details of persons involved.
Result of the incident.
Action taken to prevent further such incidents.
Each entry to be signed by the Designated Premises Supervisor (DPS) or other responsible person employed at the premises and so authorised by the DPS; and retained for a period of no less than 12 months and made available to Lincolnshire Police for inspection upon request.
Public Safety
Not Applicable.
The Prevention of Public Nuisance
Where appropriate the premises licence holder (or nominated person) will ensure that the area abutting the premises is regularly cleaned to ensure that litter is removed and properly disposed.
The delivery of goods to the premises will not take place in the late evening or early morning when the noise generated could cause a nuisance particularly outside the building.
The Protection of Children from Harm
A Challenge 25 Proof of Age Policy shall be implemented at the premises with the accepted means of proof being:
Passport
Photo Driving Licence
A recognised valid photo-id card bearing the PASS hologram.
Any future accredited and accepted proof of age as defined by the premises licence holder.
All point-of-sale staff shall undergo training in the Challenge 25 Proof of Age Scheme and all other relevant policies with a record kept of the date of training, signed by the member of staff and the trainer. Each entry shall be retained for a period of 12 months from date of completion. This record shall be made available for inspection by Lincolnshire Police Officers or other relevant authority.
Notices shall be prominently displayed advising customers of the Challenge 25 Proof of Age Policy.
The premises must install an electronic till system which automatically prompts staff to check the age of the buyer when age restricted products are entered for sale into the till.
