ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
The premises licence holder shall produce an Event Management Plan (EMP) for the event which shall be submitted to the East Lindsey Event Safety Advisory Group (ELESAG) in draft format with the final plan being submitted to the ELESAG 14 days prior to the event date.
The Event Management Plan shall include:
Event Risk Assessments
Site Plan
Emergency Evacuation Plans (to include show stop process)
Security & Stewarding Plan
Noise Management Plan
Fire Safety Plan
Medical Needs & Management Plan
Welfare Plan
Waste Management Plan
Traffic Management Plan (road closures if required).
The Event Safety Officer and his/her Deputy shall be responsible for enforcing the requirements of the Event Management Plan.
The premises licence holder shall engage with ELESAG providing any documentation requested by the group and meet the group’s timescales, unless there is good reason why they are unable to do so.
The premises licence holder shall ensure that they satisfactorily address any concerns expressed by the ELESAG through the information, guidance and advice they provide.
The premises licence holder shall ensure, so far as is reasonably practicable, that the event is run in accordance with the Event Management Plan.
The Prevention of Crime and Disorder
There shall be provided at the premises door supervisors who are registered with the Security Industry Authority (SIA) to such a number as the management of the premises consider are sufficient to control the entry of persons to the premises and for the keeping of order in the premises when they are used for a licensable activity.
There shall be provided and kept at the premises a register/log book to record details of every person employed on the premises as a door supervisor. The record shall contain the following details:
The SIA supervisor's name.
His/her Security Industry Authority (SIA) Licence Number.
The time and date he/she commenced and concluded their duty.
The door supervisors shall sign each entry.
The log to be inspected weekly and signed by a member of the Event Management Team.
The log to be retained for a period of no less than 12 months and made available to Lincolnshire Police for inspection upon request.
The premises licence holder shall provide sufficient marshalls/stewards for the event. The marshalls/stewards shall receive training specific to the event and shall be provided with high visibility clothing in order for them to be easily identifiable during the event. The marshalls/stewards shall be subject to daily briefing/debriefing session during the currency of the event.
Stewards shall be briefed to look out for individuals who are under the influence of illegal drugs or excess alcohol. Where behaviour is unacceptable, they shall be challenged and may be asked to leave the event.
Public Safety
The premises licence holder shall comply with any reasonable request from Lincolnshire Police based upon intelligence relating to the safety of those working at and attending the events. This includes any measures advised to address the counter terrorism threat.
The premises licence holder shall ensure that there is sufficient egress capacity and that all exits are kept clear throughout the event. Clear and unobstructed access around the event premises shall be available for use by the emergency services and their vehicles at all times.
A written risk assessment of the site shall be carried out prior to the event and all reasonable steps taken to minimise risks to the safety of all participants.
The risk assessment shall include the capacity limit for the event (including staff and entertainers) and during the event the premises licence holder or nominated person shall monitor the number of people on the premises. The premises licence holder or nominated person shall take steps to reduce the number of persons where the capacity limit has been exceeded or is likely to be exceeded.
The premises licence holder shall maintain a comprehensive incident log throughout the course of the event.
The use of any special effects and fireworks shall be fully risk-assessed and details shall be provided in advance to East Lindsey District Council.
The Event Safety Officer shall assume control of any emergency and contact the emergency services if further assistance is required.
An assessment of medical provision requirements shall be undertaken under the guidance of the Purple Guide, to determine adequate numbers of first aid personnel and equipment. Appropriate and sufficient first aid and medical equipment/staff shall be available and employed at the premises throughout the event.
All temporary electrical installations shall be installed by suitable qualified and competent personnel.
Fire-fighting equipment shall be provided in the stage location in case of any electrical fires.
The Prevention of Public Nuisance
The premises shall be cleared of litter at regular intervals throughout the event and fully and promptly following the end of the event.
No sound checks shall be carried out before 1000 Hours or after 1800 Hours on the day before the event starts or before 1000 on the day of the event. No sound checks shall be a carried out at any other date or time.
The Protection of Children from Harm
At the event there shall be a Child Safety / Vulnerable Person Policy to locate and reunite lost persons.
A safe area shall be identified which is a quiet area and only used for safe keeping of children and vulnerable persons. When any child is found or person is being cared for, this must always be staffed by at least two Enhanced Disclosure & Barring Service (DBS) checked personnel and its location not advertised to the public.
A separate information point shall be identified to act as a rendezvous point for any lost child / vulnerable persons and parents / guardians. This area shall be signposted on the site and publicly announced during the event.
