The Prevention of Crime and Disorder
The provision of a minimum of 30 minutes of opening time (with access to toilet facilities) after the terminal hour for the supply of alcohol.
A tamper proof CCTV system shall be installed, maintained in working order and operated at the premises in liaison with and to the satisfaction of Lincolnshire Police and shall be used to record during all hours that the premises are open to the public.
A drugs policy in respect of the premises must be submitted the Licensing Authority. Such policy will set out the procedures to be carried out for searching customers for drugs on entry to the licensed premises, the procedure for dealing with drugs found within the licensed premises and for dealing with anyone found using or supplying drugs on the premises.
The Licensee shall at all times ensure that the drugs policy referred to above is complied with.
A hard-bound record book or register must be kept by the Licensee on the licensed premises to record all drugs seizures, finds and collections together with details of the member(s) of staff involved, police officer(s) to whom the drugs are released and if known details of the user or dealer involved. The register must be made available to the Licensing Authority and to the Police upon request.
The Licensee shall have on the licensed premises a deposit box approved by the Police and this shall be used for the storage of any drugs found within the premises pending collection of the drugs by the Police.
An appropriate storage facility shall be provided by the Licensee at the licensed premises for the storage of needles or sharps pending collection by the Police.
The Licensee shall inform the Police of any drugs seizures or finds within the licensed premises as soon as practicable thereafter.
An appropriate cool room/area with seating shall be provided by the Licensee within the licensed premises which must be cooler and quieter than the dancing areas.
The Licensee must operate an effective counting system to monitor the numbers of patrons entering the licensed premises.
The Licensee must provide SIA registered door supervisors at the licensed premises.
Door supervisors must display their SIA identification badge at all times whilst on duty at the licensed premises.
The Licensee shall maintain a record of the name, address and registration number of each SIA door supervisor, the time and date of commencement of periods of work together with a brief record of any incident. The record shall be retained for a period of eighteen months following the last entry in the book.

The Prevention of Public Nuisance
The licensee shall not permit the use of the licensed premises to become a nuisance to persons in the neighbourhood and, in particular, shall take all necessary precautions to prevent persons in the neighbourhood being disturbed by noise. The licensee shall comply with any noise standard specified by the Licensing Authority.
A frequently weighted noise limiter shall be installed to control the level of all electronically generated music and voices and shall be set at a level so that the electronically generated music and voices in the ground floor function room does not exceed 95 dB Lmax and in the remainder of the licensed premises does not exceed 80 dB Lmax.
The external fire escapes to the ground and first floor shall only be used for emergency purposes at all times electronically generated music and voices are played within the premises.
Details of any external ventilation/extraction equipment to be installed on the premises shall be agreed in writing with the Council.
Between 2300 and 0800 Hours no live bands shall perform on the premises.
Only existing sound sources shall be used in the premises. The location of such sound sources shall be submitted to and agreed in writing with the Council. Any variation of sound sources shall be agreed in writing with the Council before such sources are brought into use.
The internal door to the function room from the bar area and the double set of external doors, shall be fitted and maintained with a suitable self-closing device. The doors shall be kept closed at all times electronically generated music and voices are played within the premises except for means of access to/egress from the premises.
An alarm sensor is to be fitted to the fire door in order to alert a named responsible person should this door be opened. In such an event, the door should be closed immediately.
The door between the pool area and the function room should be readily available for use and not obstructed whenever the premises is occupied.
Where a door is required to be secured solely by a form of fastening which will enable it to be opened from the inside without the use of a key, it may be secured by means of a security fastening approved by the fire authority.
A notice indicating “TO FIRE EXIT” by means of graphic symbols should be positioned at each change of direction or part of the escape route where the exit door or doors are not readily visible to person using the escape route. Where necessary this should be suspended at about head height.

Annex 3 – Conditions Attached After a Hearing by the Licensing Authority
Between the hours of 23.00 and 02.00 hours (the following day), no sound generated by entertainment shall be audible at any nearby noise sensitive property.
N.B. This condition was attached to the licence by the Licensing Act 2003 Sub Committee on 17th August 2005 and related to an application to extend the hours for regulated entertainment until 0200 Hours. At the time the condition was attached to the licence the terminal hour for the provision of regulated entertainment became 0200 Hours. By default it is the opinion of the Licensing Authority that any subsequent extension of the terminal hour for regulated entertainment will also extend the period of time within which this condition relates.
